Costs and Labor
Implementations of Institutional Repositories at other institutions vary widely in scope and staffing. Costs and staff time used to work on an IR are sometimes difficult to quantify, as often staff take on IR work as an addition to their other duties.

Reported costs are sometimes difficult to interpret, because often institutional repositories are started with one-time funding. Numbers on the higher end of the scale usually reflect institutions with a significant investment in software development and hardware.
